Les grands barrages hydroélectriques au Pará, Brésil : entre reconfigurations de l’action publique et interactions contestataires

Abstract : Risks related to the exploitation of the energy in the Amazon rainforest, are today a major social science problem problem in Brazil. In order to meet the growing demand for energy, hydroelectric megadams were set up in a particular context of liberal public policies. However, since the end of the 1980s, these dams have caused many social mobilisations, questioning the merits of these factories. Causing environmental problems related to deforestation and flooding of the land but also social problems through the forced displacement of the population and the non-respect of the consent of the affected communities, disputes have arisen to denounce the human rights violations. Responding to environmental and social challenges, the multinational firms in charge of these projects are then required to compensate the population and set up development programs. Here, the analysis focuses on these major programs of corporate social responsibility, their influence on Brazilian public policies and the structure of the state. This research tries to understand how the establishment of liberal public policies has transformed public action and the powers of the state in Brazil. It helps to understand the reconfiguration of negotiating spaces and interactions between decision-makers, social mobilisations and public authorities. Through a comparative study of several hydroelectric factories, the analysis focuses on the place of the state in social responsibility programs, and on the discharge of State’s power in favor of the agenda of large multinational corporations.
