Évolution et adaptabilité du logement social des années 50 : étude des habitations à bon marché du parc lyonnais

Abstract : The Habitations à Bon Marché (HBM) originated as a result of the hygiene and insalubrity problems caused by overcrowding and the working conditions of French industrial cities in the 1930s. The HBMs mark the beginning of a structuring of housing policy in France. Housing policy has evolved as new laws and reforms have been adopted according to the context and issues of each era. Housing policy has a direct impact on the evolution of social housing projects in urban areas until today. Currently, the HBM park in the territory of the city of Lyon is the subject of major rehabilitation programs. Given the aging of these complexes and the lack of adaptation, the social landlord GrandLyon Habitat has decided to invest in these housing projects by focusing on improving the living environment of tenants, as well as a return to energy standards and an enhancement of its architectural heritage. The cité Perrache and the cité Tony Garnier are the subject of two rehabilitation programs in progress and show the adaptability of social housing of the 1930s in urban areas. However, the legal, political and urban context in which the HBM operate raises many questions about their future over a longer time scale. Indeed, certain contradictions between the current state of housing access and the new legislative measures lead us to wonder about a potential form of threat to these groups. The HBM deserve to benefit from a greater protection as for their destination and their occupation allowing the maintenance of a weakened population in center-town.
