Analyse diachronique de dossiers de demandes de dérogations d'espèces protégées dans le cadre de différents projets routiers dans l'Allier

Abstract : Following the Second World War, the French road network is highly developed. This has generated direct and indirect impacts on biodiversity. In order to integrate biodiversity into development projects, a regulatory framework has been created. This includes among other things the need to make applications for exemptions of protected species (CNPN file) in the context of projects impacting protected species. We can therefore wonder if there has been a temporal evolution and what are the issues and measures ERC to be considered in CNPN file? Our analysis focuses on 5 road projects in Allier. First, the inventories and ecological issues of the projects were analyzed. Integrating biodiversity as early as possible with multi-criteria analysis is identified as important. Then, the inventory effort, the size of the study area and the consideration of the bibliography are factors that influence the consideration of biodiversity in the projects. A temporal evolution of the stakes of species as well as an increase of the effort of prospection was observed in this study. Then, the impacts and measures proposed in the files were analyzed. The impacts do not seem to have changed over time but depend on the geographical area in which the project is located. Compared to the measurements, no temporal evolution was observed either. However, we suppose that with the 2016 Biodiversity Law and the publication of guides on the ERC sequence, the measures have probably consolidated and standardized over time. Having only one project after 2016 we could not verify this result. Regarding measures, 8 have been implemented in all projects and can be considered as minimal measures to be implemented in this type of project. The need for the most accurate monitoring possible to verify the efficacity of measures also seems important.
