Pollution de l'air et inégalités environnementales : l'exemple de la zone de basses émissions de la région de Bruxelles-capitale

Abstract : Air pollution is a global issue and calls for action, partly because of its well-known health consequences, but also because it raises issues in terms of justice. Numerous studies show that there are inequalities in exposure to particles, but also in emissions. Environmental inequalities are used to describe the cumulation of socio-economic and environmental inequalities. In fact, the people most exposed are most often lower-income households. The low emission zone, a tool of air quality improvement policies, can therefore be considered as a way of correcting these inequalities, since it is conceivable that the groups most affected by air pollution will be the first to benefit. However, as the low emission zone is a traffic restriction policy, it also has consequences on the daily life of citizens. It would appear that the citizens most affected by these restrictions are also the most vulnerable households. This work proposes to study these issues through the example of the lowemission zone of the Brussels-Capital Region. The prism of environmental inequality is chosen in this study, and the capability approach, a concept developed by the Indian economist Amartya Sen, is proposed as an element of response to these issues.
