L'assurance des cultures biologiques contre les aléas climatiques

Abstract : Crop insurance against climatic hazards was created in 2005. It works well for conventional crops but face troubles with organic crops. Its viability criterion is more deteriorated than for conventional crops even though subscriptions are increased compared to conventional agriculture. Organic crops are as much sensitive to climatic hazards as conventional crops. Several possible causes of this degradation were found. It can be because of the uses of organic agriculture, because this insurance is not well made for organic agriculture or because the client portfolio isn’t representative of French organic agriculture. Six possible causes have been cleared : a bad geographic distribution leading to a bad geographic pooling risk, farmers that are quite recent in organic agriculture and thus with lowest skills in organic crops, a higher interannual yield variability, a high rate of unreliable yields, a high rate of young farmers and finally a difficulty for experts to make the difference between yield loss due to climatic events and yield loss due to pest that can be boosted by climatic events. Increasing the price of this insurance only for organic crops isn’t possible. Other solutions have been though such as creating a yield database in order to make yield more reliable or creating a guarantee to insure organic yields against pests boosted by climatic events.
