Achats privés, achats publics. Performance Achats par l’échange de bonnes pratiques

Abstract : Public and private sector purchases are two professions that appear to converge little by little. Even though some practices aren’t applicable to both of these types of structures, a common vision of the notion of performance purchasing is starting to emerge for the years to come. This notion, of which the three main points are: reduction of costs, management of risks, and innovation, can manifest itself in different ways within public and private sector organisations. This research, based on a literature review and field study allows, firstly, to put in evidence the divergence in practices between the two entities and, secondly, to propose concrete solutions. It is also a way to highlight the good practices of these two types of organisations. The final objective being to make a proposition that would allow buyers, both in the public and private sectors, to improve their performance.
