L’implication du pharmacien d’officine dans la prévention et la gestion des situations sanitaires exceptionnelles en France

Abstract : An exceptional health situation (EHS) is caused by an unusual situation that goes beyond the current management framework and disrupts the health system. Over the last 20 years, France has been confronted with various EHSs such as the 2015 attacks, IRMA in 2017 or COVID-19 (2020-2021). The occurrence of an EHS requires a rapid response to manage the event. The national and territorial authorities have developed various plans and mechanisms (ORSEC, ORSAN) to prepare and anticipate the response to be adopted. The aim of this thesis is to analyze how the pharmacist can be an asset in the prevention and management of an EHS. For this purpose, the plans available at the national level and in the AURA region were analyzed in order to observe the place of the community pharmacist. The feedbacks following EHS in our country have also been analyzed in order to identify the role of the pharmacist during these events. It was found that the pharmacist has many assets allowing him to act at each stage of crisis management: prevention, preparation, response and recovery. A reference framework is proposed to enable authorities to identify the tasks that pharmacists can carry out in order to get them more involved. Although the pharmacist is a recognized actor in the health system, his presence in planning remains partial and heterogeneous. For this reason, recommendations are made to the national public authorities and to the pharmaceutical authorities. They highlight the actions to be taken at national and territorial levels to strengthen the involvement of pharmacists in public policies aimed at preventing and managing EHS.
