Questioning energy transition in a decentralized Moroccan context : study case : the city of Oujda in the Oriental Region, Morocco

Résumé

Since about ten years, local energy transition in Morocco has been developing through two simultaneous strategies: the national energy strategy and the strategy of “regionalization”. On the one hand, in 2009 Morocco adopted a roadmap towards a low-carbon energy system which set five priorities: developing a diversified energy mix, mobilizing domestic resources and among them renewable energy, prioritizing energy efficiency, strengthening regional cooperation with European and African markets and promoting green technology through local industrial integration. This strategy came as an answer to the critical dependency of the Moroccan state on energy imports from fossil sources, reaching 94,5% in 2015 (International Energy Agency, 2019). This same year, Prince Moulay Rachid announced Morocco‟s ambition to increase the national renewable energy generation from the 42% targeted in the 2009 strategy, to 52% of the country‟s installed electricity production system by 2030 (Cantoni and Rignall, 2019). Morocco‟s ambition in the development of clean energy technologies and its increasing presence in the global arena, in particular during COP22 held in Marrakech, positioned Morocco as a leader and an advocate of the African continent on the energy transition (International Energy Agency, 2019).
