Résumé

The Rule of Law, which has been on the table for the last decade in the European Union due to the activation of Article 7 with Hungary and Poland, has lived another momentum during this pandemic. Due to the measures taken in some Member States to contain the spread of the virus, there were some countries under heightened scrutiny by the European Commission and the European Parliament for their measures during the peak of the lockdown. Among these countries, Hungary and Poland were on the spotlight, and the debates surrounding the inclusion of a conditionality on the Rule of Law in the next Multiannual Financial Framework revived.
