Politiques énergétiques et accès aux services urbains en réseau à Istanbul : une ambition métropolitaine au détriment de l'intérêt général

Abstract : Dealing with the energy thematic in Istanbul, this paper provides some answers to the following two questions. How did the structures of local governance adapt themselves to the sustainable urban development requirements? Moreover, in an already socio-spatially fragmented city, does the access to the energy comfort not become a new opportunity to understand social distinctions? In this perspective, the example of the policy of connection to the network of natural gas brings interesting highlights.
At the moment, the emergence of sustainable development thematic does not introduce major changes in urban policies. What is happening is rather a redefinition of opportunistic missions and status of certain actors. This contributes to obscure local decision-making structures. Concerning the access to the natural gas, the wide and fast deployment of the network has not mechanically meant a widespread of the use of this energy resource by households of all social categories. The difficulties of access to this network are understandable by the socially precarious situation of an important part of Istanbul inhabitants. Moreover, the emergence of energetically favored spaces is not the translation of a neoliberal unbundling of traditional networks. It results from metropolitan public visions promoting international projects. Finally, these last two affirmations question the theory of the "Splintering Urbanism".
