Enquête publique : entre "information publique" et "communication politique"

Abstract : Public inquiry, as a institutionnalised process strongly supervised by the French law, questions inhabitants' participation and the establishment of the participatory democracy. This democracy mainly seems to serve as a way to reaffirm the legitimacy of the representative system in politics rather than to share decision's power. Thus, does public inquiry promote and stand up for the politicians at local scale ? Is it an instrument of citizens' control ? Proceduralization and institutionnalisation of participatory processes have effects on participation but also on public sphere which is reduced. So, public inquiry is in a local public sphere which needs to be analysed. Does participation in this legal procedure is motivated by private interests ?
