Chroniques d'une tragédie annoncée (Nevado del Ruiz, 1985)

Abstract : The night of November 13rd, 1985, Colombia passed through one of the most tragic moment of its history: following the eruption of the volcano Nevado del Ruiz, Armero, a flourishing city of 30,000 inhabitants, was wiped off the map by devastating mudslides. This tragedy ranks 4th among the biggest volcanic catastrophes since 1700. This work is divided into three main axes: at first, it narrates the story of a territory that developed despite the risk and provides a detailed map of the city and its stakes; in a second step, it seeks to highlight the circumstances and events that led to the drama through a spatial and temporal analysis based on archival documents, scientific publications and testimonials; finally, it takes stock of the mistakes made in 1985 and the lessons learned from them. In a nutshell, if the volcano is responsible for the destruction of the city of Armero, its inhabitants were condemned by the many mistakes made throughout the prevention and risks management system. Recent progress made in sciences and technology field have filled most of the identified gaps, but one crucial point seems to be overlooked: the preservation of the risks memory. Thirty-three years after the terrible disaster, the tragedy is now threatened with forgetfulness. This paper aims to participate to the reconstitution of a lost heritage, to perpetrate the risk culture.
